The Commissioner Human Resource Management, Ms Apophia N. Tumwine called on Judiciary ICT staff to support the training of other Judiciary Service staff with the practical skills, on the use of the Human Capital Management (HCM) System.
This she said, while opening one-day hands-on training for the ICT department at the Judicial Training Institute on Tuesday February 28, 2023.
She emphasized that "the overall objective of the training is to equip the ICT staff of the Judiciary with practical knowledge and skills on how to use the HCM system and also acquaint themselves with the roles they play in the system."
The Commissioner said the cadre are expected to offer technical support during the training of other Judiciary Service staff with the practical skills, on the functionality and online business processes to be performed on the System.
HCM was introduced by the Ministry of Public Service and has automated all Human Resource functions and business processes in the public service from entry to exit. It has been integrated with other ICT systems for seamless sharing of information between Ministries, Departments and Local Governments.
Ms Tumwine also called upon the trainees to join the institutional efforts geared towards the fight against corruption in courts across the country.
According to the Judiciary Principal Information Technology Officer, Mr David Sunday Kikabi, the Government intends to have 80% of its services digitized and HCM is one of them. "It is our work to see that we (ICT staff) support the digitization agenda of this country," he said.
He thanked the Human Resource Department for organizing the workshop and called upon the ICT officers to accord the facilitators maximum cooperation.
The Judiciary is one of the first Government institutions to roll onto the new system which is replacing the Integrated Personnel and Payroll System (IPPS), Ms Jackie Natukunda, one of the workshop facilitators said.
The functions that have been automated on the HCM system include: Establishment Management, HR planning, Recruitment, Leave Management, Performance Management, Payroll and Deductions Management, Time and Attendance among others.
Other facilitators from the Ministry of Public Service were Ms Nalweyiso Patricia and Ms Clare Nazziwa. The programme was moderated by Mr Gwom Jacob, the Judiciary Principal Records Officer.
